Hello,
have you tried a simpler solution? like following the procedure described in page 38 for an "Unknown user password" of the "HP Compaq 6910p Notebook PC Maintenance and Service Guide" at:

just follow the procedure EXACTLY as described, it should work.
Also these laptops have a DriveLock feature to set a password for the Hard Drive, have you tried to remove the hard drive and then restarting the laptop to see if the password prompt goes away?
If you already tried this, have you obtained a dump of the firmware chip W25X32? If you did, I would like to see it. I unpacked the BIOS firmware F17 updates for Intel and ATI video controller (2 separate files, one for each controller), zipped them into one file and uploaded them. The only problem I see is that your chip is 4 Megabytes and the firmware update it's only 1 MB, so you'll need to analyze it to know where to copy it, the unused spaced is usually filled with FF's.
